HousingThe SJRA is involved in both affordable and market rate housing production. The affordable program is implemented primarily through the which uses 20 percent of the Agency's annual tax increment to facilitate the creation of new affordable units. More than 11,000 affordable units have been built. In addition, City Policy requires that market rate projects located in redevelopment areas established after 1976 include 20 percent of the units as affordable.
The Agency's market rate efforts are focused on the Downtown and in Neighborhood Business Districts so as to add vitality and purchasing power to these areas. Since 1999, more than 3,000 units have been built in the Downtown. In the Neighborhood Business Districts, over 4,000 apartments and condominiums have been built, both market rate and affordable along Alum Rock Avenue, The Alameda, West San Carlos Street and Japantown.
